All of his work is free. You aren't paying for the mod, you're donating to show support, and in return you can help test the mod so fixes can be made sooner and people like YOU can play it.
The problem is that everyone is doing it. It's not breaking any rules, but he would be better off making Map Console compatible and sending it to Giants. He would probably make more money doing that. You can't milk a cow without feeding it. Someone new finds this, and what is expected to become a Patreon? It does look like it's selling mod.

What are you saying, do no work and charge people? That is called SCAM. You need a set of skills to make a map for the console. Anyway
At the end of the day, there is an option to donate before downloading, and you also get paid by Giants, depending on star rating and downloads. This is a long-term investment.

and the shed cannot be removed in construction mode
